About Us
The Wisconsin Resource Center for Charter Schools (WRCCS) is a statewide center housed within CESA 9 to strengthen the charter school system in the state and improve student learning. WRCCS supports the design, start up, and sustainability of charter schools across the state.
Facilitators

Sarah Hackett, Director
Sarah Hackett is the Director of the Wisconsin Resource Center for Charter Schools at CESA 9. She earned a PhD from the University of Wisconsin – Madison in Curriculum and Instruction. She is a graduate of the rural public school system in Wautoma, Wisconsin, and the Wisconsin liberal arts institution, Lawrence University. Sarah worked with a local team in Montello, Wisconsin to establish a community-based, environmental, student-interest, and project-based high school. Following that, Sarah is proud to have been a core member of the Innovative Schools Network, helping to build momentum around public school change in Wisconsin. Most recently, she has been central to a UW School of Education research study of Personalized Learning, focused on alternative models of assessment. Sarah also celebrates and is influenced greatly by her two children.
Tim Scottberg, Associate Director
Tim Scottberg is the Associate Director for the Wisconsin Resource Center for Charter Schools (WRCCS), a statewide program of CESA 9. An experienced educational leader, Tim has served as Principal of the Fond du Lac STEM Academy, Assistant Principal at Fond du Lac High School, and as a lead teacher and at-risk educator in Ripon, Wisconsin. He is also a past school founder and governance board member, bringing a wealth of knowledge in school design and leadership.
Tim works closely with educators and boards willing to examine the foundational principles of how students learn in an effort to design better systems from the ground up. Passionate about educational equity, he is dedicated to helping schools provide high-quality learning experiences that ensure success for all students.
