NATIONAL MODEL DEVELOPMENT & DISSEMINATION
Strengthening Innovative
Charter Models Through
Quality Authorizing
The National Network for District Authorizing leads a national, multi-state initiative to develop, test, and disseminate practical tools that help authorizers evaluate, support, and oversee diverse and innovative charter school models.
ABOUT THE GRANT
From Innovation to Implementation
The Innovative Charter Models initiative is supported by a five-year federal Charter Schools Program Model Development & Dissemination Grant awarded to the National Network for District Authorizing. The initiative strengthens innovative charter models and authorizing practices across the full charter school lifecycle—from application and pre-opening through oversight and renewal.
The purpose is not to promote particular school models or more charter schools generally. It is designed to help authorizers make rigorous, informed decisions while creating conditions in which promising and innovative models can succeed.
WHY THIS WORK MATTERS
Closing the Gap Between Innovation and Effective Oversight
Innovative charter school models can encounter barriers during approval, opening, and ongoing operation. Developers may not fully understand authorizer expectations and public-policy responsibilities, while authorizers may lack specialized tools and capacity for evaluating emerging models. NN4DA is helping close that gap.
NATIONAL LEADERSHIP
NN4DA's Role in the Grant
NN4DA serves as the project's primary facilitator and project director, coordinating the infrastructure that moves ideas from research and development into practical use by authorizers nationwide.
CONVENE
Bring state partners together through shared planning, working groups, and cross-state collaboration.
DEVELOP
Coordinate Model Task Forces and the development of model-specific tools, guidance, and resources.
SUPPORT
Build a national technical assistance system that helps authorizers implement effective practices.
DISSEMINATE
Share tools, lessons, and promising practices with authorizers and stakeholders across the country.
A STATE-DRIVEN NATIONAL STRATEGY
A Network Powered by State Partners
State partners engage local authorizers, identify needs, convene practitioners, develop tools, pilot approaches, and provide technical assistance tailored to their state's policy and authorizing environment. This state-driven structure allows national learning to be translated into practical, locally relevant support while generating resources and lessons that can benefit authorizers across the country.
PRACTIONER-DRIVEN DEVELOPMENT
Model Task Forces
Turning Practitioner Expertise Into Practical Tools
Model Task Forces bring together authorizers, charter school operators, researchers, subject-matter experts, and other stakeholders to identify model-specific challenges and develop practical solutions for real authorizing environments.
NN4DA's approach is designed to ensure that grant-funded resources do more than sit in a resource library. Tools are developed with practitioners, tested in real authorizing environments, supported through technical assistance, refined through feedback, and disseminated for broader use.
BUILT TO BE USED
Tools and Technical Assistance for Authorizers
Grant resources are designed for practical implementation. Materials are developed, piloted, refined, and supported through technical assistance before being made broadly available through NN4DA's free Resource Library.
Model-Specific Implementation Guides
Practical guidance to help developers and operators innovate while addressing public-policy considerations and navigating approval, opening, oversight, and renewal.
Improved Authorizing Tools
Guidance and evaluation protocols that help authorizers assess innovative models rigorously while accounting for legitimate model differences.
Burden-Reduction Supports
Strategies and technology-enabled approaches designed to reduce redundancy and improve the efficiency of authorizer oversight.
